Committee

  • Purpose Promote autonomy and decentralization and reform the local administration system
  • Function The committee reviews and decides the following items.
    • 1 Establishment of the comprehensive plan and the yearly execution of plans for autonomy and decentralization
    • 2 Execution of the tasks stipulated in Articles 11 through Article 17 of the Special Act on Autonomy and Decentralization and Local Administration System
      • Transferring power, organizing work division system, etc.
      • Reshuffling special of local administration organizations, etc.
      • Expanding and reinforcing the soundness of local finance
      • Activating local assemblies and improving local election systems
      • Expanding residents’ participation
      • Enhancing the capacity of autonomy and administration
      • Establishing a cooperation system between the central government and autonomous local governments
    • 3 Inspecting and evaluating the tasks included in the comprehensive plan, and the yearly of execution plans for autonomy and decentralization
    • 4 The standards, method of combination, and coordination for the combination of local governments
    • 5 Supporting and making an exception for combined local governments
    • 6 Collecting the opinions of local governments and residents, in relation to the reform of the local administration system
    • 7 Reinforcing the basis for the citizen’s autonomy in Eups, Myeons and Dongs, activating the collection of local governments and residents, and installing and operating residents’ autonomous organizations in Eups, Myeons and Dongs
    • 8 Reinforcing the basis for the citizen’s autonomy in Eups, Myeons and Dongs, activating the collection of local governments and residents, and installing and operating residents’ autonomous organizations in Eups, Myeons and Dongs
    • 9 The issues submitted by the head of a central administrative department or local government in relation to the matters stipulated in the above items 1 through 8
    • 10 Other matters recognized by the chairman of the committee to be necessary for the development of local autonomy, including autonomy and decentralization, and the reform of the local administration system

The Plenary Committee

  • Legal Basis 「The Special Act on Autonomy and Decentralization and Local Administration System」
  • Committee Members 27 members (term: 2 years) ※ appointed by the president
    • 24 recommended members : 6 recommended by the president, 10 by the Chairman of the National Assembly, and 8 by the four major local associations
    • 3 official members : The Minister of Public Administration and Security, the Minister of Strategy and Finance and the Minister for the Cabinet Office
  • Operation Regular meetings (at least once a quarter) and special meetings (once a month) presided over by the chairman)
  • Function
    • Establish the comprehensive plan for autonomy and decentralization, and prepare and implement the execution of annual plans
    • Review and decide the major tasks concerning decentralization, including the transfer of power and the expansion of local finance
    • Inspection and evaluation of the status of execution of the plan for autonomy and decentralization and major tasks for decentralization
    • Other matters recognized by the chairman of the committee to be necessary for the execution of autonomy and decentralization
